Cicero OCA is a dedicated Talent Manager and Producer with a strong focus on championing ethnically diverse talent in entertainment. He combines organizational prowess, creative vision, sharp industry insight, and excellent people skills.

As the founder of OnQ Talent, a SAG-AFTRA franchised agency established in 2014, Cicero built and managed a thriving client roster, securing bookings for Netflix, national commercials, and print campaigns. His passion for storytelling extends to producing: in 2017, he produced a stage reading of Linda Faigao Hall’s “Dance ME” at the Ensemble Studio, and in 2020, he was an Associate Producer for Mallorie Ortega’s film “The Girl Who Left Home.” During the COVID-19 pandemic, Cicero further showcased his commitment to diverse narratives by hosting and producing “Go Pinoy!”, a livestream talk show celebrating Filipino-American stories.

Before moving to New York City just months before 9/11, Cicero honed his craft in stage and production management for eight seasons at Tanghalang Pilipino, the resident theater company of the Cultural Center of the Philippines. He then served as Executive Assistant to Artistic Director Nonon Padilla and worked as a Casting Associate for “Ms. D!” on Viva and GMA TV in Manila, Philippines.
